Problem Note 53991: When you use MULTILOAD=YES with Teradata under z/OS, a user ID is appended to the beginning of the value specified with the BL_DATAFILE= option

When you use the MULTILOAD= and BL_DATAFILE= options with the SAS/ACCESS® Interface to Teradata product under z/OS, the z/OS user ID might be appended to the data set specified with the BL_DATAFILE= option. If the user ID is not authorized to create data sets with that high-level qualifier, an error similar to the following might occur:

ERROR: SVC99 error rc=4, reason=1708 : IKJ56228I DATA SET
SASUSER.RACFGROUP.TMPMLTST.DAT NOT IN CATALOG OR CATALOG CAN NOT BE
ACCESSED.

Currently there is no workaround for this issue.
